New service
For a new service connection, the individual must come to the office in person with his/her valid picture identification, complete the application, and pay a meter deposit. (See fee schedule.)
Renters must bring a renter's receipt or lease, signed by the owner of the rented property. Renter's receipt must clearly state the location and name of the renter.
A meter deposit is required for each connection whether it is for residential or business use. A meter deposit can be signed over to another member of a customer's immediate family if the customer moves out, and a member of his/her immediate family continues to live in the residence.
Any past due bill for that individual will be due at the time any new water service is requested.
A new application is required each time water service is requested.
Meter deposits will transfer when a customer has service transferred from one location to another within the system. Transfers of service will only occur when any outstanding balances are paid.
Sewer will be charged at the current sewer rate to every metered connection inside city limits where the residence is located within 155 feet of the Town's sewer line. (December 18, 2006)

Billing and due dates
The Public Works Department Employees complete meter reading before the 15th of the month.
The billing period is from the 15th of one month to the 15th of the next month.
Bills are mailed by the first of the month and due on or before the 20th of that month. A second notice will be sent on the 21st and a late fee will be added to the bill. If the bill is not paid in full by the 29th, service will be discontinued on the 30th. If service has been discontinued, the customer must pay the outstanding bill, plus a reconnect fee. (Late fee and reconnect fee are listed on the fee schedule.)
- Partial month billing is only allowed when service is transferred from one location to another within the system and minimal usage indicates need for adjustment. (Approved by Manager)

Payments
Cash and checks are accepted in payment of the water bill. No second-party checks are accepted.
Once the cut-off list goes out of the office, the customer must pay the bill in full plus the reconnect fee to have service reconnected.
Returned checks:
When a check presented in payment for a water bill is returned from the bank, the bill shall be deemed unpaid and the customer will be notified in writing that the check must be collected along with the returned check fee within one week. If the check is not paid within the stated time, a certified letter is sent to the customer and if the check is not taken care of after the second week, the check is turned over to the magistrate's office for collection.
Payment extensions:
Holds will only be granted under extreme circumstances. Holds must be approved by the Town Manager.
Once a customer is sent a cut-off notice, they are required to pay their bill in full. If they want to pay a portion of their bill, the portion will be accepted. However, the customer will remain on the cut-off list and will have their service turned off unless the remainder of the their bill is paid prior to the cut-off date.

Adjustments
Adjustments for high water bills only occur on the determination of a leak by Troy Public Works Department employees or private plumbing company. Adjustments are not given until leaks are repaired and proof of repair is determined. Adjustments are determined by getting a six month average bill for water and sewer for the customer. The number of gallons over the average use is multiplied by the water rate charged for water to the Town. The average water bill is added to the cost of the excess water charged to the Town by the County. The sewer bill is adjusted to the average sewer bill. A maximum of two months adjustments are allowed. All adjustments must be approved by the Town Manager.

Second meters/sprinklers
A customer may have a second meter for non-sewered use. To be eligible for a second meter, the customer must have a meter for their household/business that would include all sewer use. The second meter would be strictly for non-sewered use. The second meter water rate applies to all second meters.
- Examples: sprinkler/irrigation systems, businesses using water as a product to be sold.

Disconnection of service
To have service disconnected, customer must come to the office with his/her identification to sign a water disconnection form. The deposit is refundable upon full payment of any past due balance. A customer moving and failing to notify the town officials shall forfeit his/her deposit until such time he/she requests service be discontinued and customer has no outstanding balances.

Water sold for swimming pools
Property owners with permanent* swimming pools on the Town of Troy water system will be eligible for an annual fill-up adjustment when filled with water through the meter. Adjustments will not be made for continuous refilling after initial fill-up. Residents are required to call City Hall to inform when they want to fill their pools. The billing clerk will adjust the sewer bill for the water used to fill the pool. The size of the pool (dimensions and number of gallons) will be ascertained and verified and will be used to determine the sewer bill adjustment. If the number of gallons used in filling the pool is less than than number of gallons normally required to fill the pool, the average sewer bill will be calculated and the amount of sewer over the average will be adjusted. Water will be charged at the regular water rate. (Amended May 1, 2000)
If a swimming pool or truck (used by a delivery service purchasing water for a swimming pool, etc.) is filled from a fire hydrant, the water must be metered and charged to the customer at the second meter rate. Sewer will not be charged. Only Town of Troy Public Works Employees or Troy Fire Department are allowed to use the fire hydrants.
- Permanent can be either above ground or below ground swimming pools. Above ground pools must be permanent with a minimum depth of three feet and include filtration system. (Amended June 1, 2000)

Tampering
If meters or hydrants are tampered with in any way, the Troy Police Department will be notified immediately, and a tampering fee will be charged to the customer.

Adoption the 16th day of February, 1998 on motion by Commissioner Massengill and second by Commissioner Moore. All voted approval.
