Town ServicesTroy is operated under the council-manager form of government. The efficient management of the Town provides many quality services to town residents and businesses, and has resulted in the town maintaining its tax rate for over 16 years. Included in these services are police, water and sewer, sanitation, parks and recreation, and older adult services. Troy is also served by an outstanding volunteer fire department, with one of the best ratings in the state.
Parks and RecreationTroy’s American Legion Baseball Program at Jim Weaver Field. Baseball is the main focus… Smitherman Street with two excellent little league fields: Selby Brown Field and Dozier Field. Troy is extremely proud of its local park system that includes six separate facilities. The Lowe Warner Memorial Park, which is also the location of the Senior Center, is our largest facility and offers tennis courts, horseshoe pits, playground equipment, a sand volleyball court, and a sheltered picnic area. This park also includes a fitness trail and is the site of Troy’s American Legion Baseball Program at Jim Weaver Field. Blair Park, in downtown Troy, is a shady spot to enjoy a quick lunch and watch the neighborhood kids try out the swings, seesaws, and other playground favorites. Baseball is the main focus… Smitherman Street with two excellent little league fields: Selby Brown Field and Dozier Field. This park serves as the home base for a thriving Dixie Youth Baseball program and was the host for the 1997 State Championships. Local softball leagues play their games at the VFW Ball Field on Taft Street. Peabody Community Park in south Troy is the newest park facility and boasts a neighborhood playground and lighted girls softball and youth football fields. The Roy Maness Nature Preserve and Greenway is currently under development and will entail a lake for fishing, walking/hiking trails, and environmental education programs.

Public WorksTroy’s Public Works Department provides a wide range of services for our citizens. They are called upon for everything from water and sewer emergencies to picking up leaves in the fall. The Public Works Department is responsible for servicing many miles of water and sewer lines, maintenance and repair of Troy’s streets and sidewalks, and providing yard and household waste pickup. Browning-Ferris Industries (BFI) also handles solid waste collection on a contract basis. Troy does not have recycling programs, however, Uwharrie Environmental Regional Landfill has a program in which certain materials such as glass, paper, aluminum, etc., are removed from wastes at the facility for recycling. PoliceThe Police Department, also located at the Public Services Building 610 North Main Street, is one of the more visible municipal departments. The Troy Police Department is currently staffed by ten full-time and six part-time officers involved in all aspects of law enforcement. Community policing initiatives are an integral part of day-to-day operations for our police department. With the advantages of state of the art equipment and many grant funded programs, Troy boasts one of the best police departments in the state. FireTroy is very fortunate to be served by an outstanding volunteer fire department funded by the Town and Montgomery County. The fire station, located at 610 North Main Street, is home to the first organized fire department in the county. The Troy Volunteer Fire Department responds to calls within a five-mile radius of the station that includes areas well beyond the Town limits of Troy. The firefighters work and train constantly to maintain a good Insurance Service Organization (ISO) rating that affects local homeowners insurance rates. Zoning Permit InstructionsThe Town of Troy believes in protecting the rights of property owners, promoting quality of life, and preserving the aesthetic values of the Town. The Zoning Ordinance is a tool that we use to accomplish this. Zoning and Sign Permits are needed to be sure that citizens are in compliance with the Ordinance. Zoning Permit Instructions A Zoning Permit is required to obtain a building permit from the county when placing any new structures on a property, or when a new business, institution, or industry is opened or exchanging ownership.
Sign Permit Instructions A Sign Permit is required for Business Signs, Bulletin Boards, and Instructional Signs.
